About the Position: Serves as Career Program Specialist/Workforce Proponent Analyst for assigned Career Field (CF), Army Civilian Career Management Agency (ACCMA), academia and industry partners.

Duties

Conducts workforce planning that results in a tailored approach to investments in the civilian workforce. Identifies related patterns and trends within the Department of the Army (DA) and recommends programming,procedural, and policy improvements to optimize career program management. Identifies talent to be acquired and developed; facilitates varied and progressively challenging assignments to provide breadth and depth of experience. Establishes a continual pipeline of talented Civilians across their CF to meet current and future mission needs. Creates, plans, develops, coordinates,implements, and evaluates career management programs for the education and development of Army Civilian careerists. Enhances civilian competencies, increases career satisfaction, maximizes employee engagement, and retains talent.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience:One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes: 1) utilizing quantitative and qualitative methods to conduct workforce analysis & workforce planning to sufficiently develop and synchronize training management of civilian personnel; 2) implementing career management or human capital programs for the education and development of Civilian members; 3) evaluating career management or human capital programs to make recommendations to programming, procedures and policy improvements to optimize career program management; and 4) incorporating competency-based life cycle management to create a highly professionalized civilian workforce. You will be evaluated on the basis of your level of competency in the following areas: HR and Career DevelopmentKnowledge ManagementTeaching OthersWorkforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
