This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14 to 15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Serves as Supervisory Deputy Product Manager for assigned Acquisition system and/or related mission equipment.
Manages all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million dollar annual budget.
Leads and coordinates the combined efforts of the Army industrial team in expediting assigned program responsibilities.
Attends meetings, working groups and committees in connection with major policy and procedural matters.
Based on analysis and evaluation of current programs schedule, budget, and performance objectives develops a comprehensive time-phased and budgeted program designed to meet mission requirements.
Oversees POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.
Performs the full range of administrative and technical supervisory duties.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Advanced in the Acquisition Career Field Program Management within 48 months of entrance on duty.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- One-year supervisory probationary period may be required.
- Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD form 2888 (Critical Acquisition Service Agreement) and execute, as a condition of employment, a written tenure agreement.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized Experience: One year of specialized experience is defined as:1) Managing functional activities of a Defense Acquisition Program to include any of the following managing Cost, Schedule or Performance within an acquisition program; 2) Managing the development of material solutions for assigned systems to ensure compliance with regulatory requirements, systems integration, testing or qualification to ensure material solutions are meeting operational requirements; 3) Leading a team of acquisition professionals by assessing performance and/or developing subordinates; 4) Directing organizational focus on challenging highly complex projects/programs.
