About the Position: Serves as Installation Support Team (IST) Program Manager for garrisons, and as applicable, Joint Bases and/or Army Support Activities assigned to the Installation Directorate - Training.
Duties
As a Program Manager (IST), you will perform the following duties which is not an all-inclusive list:
Establish relationships that work through and in synchronization with senior leaders and staff of a variety of agencies.
Integrates, synthesizes and synchronizes the efforts of multiple levels and activities to ensure mutual understanding and unity of effort in specific IMCOM functional program areas.
Plans installation management key functional program initiatives which include devising, originating, interpreting procedures to enable effective delivery of IMCOM directed core services.
Monitors operational policies and procedures in key functional program areas which " intersect" overall Army, ACSIM, IMCOM and ISD
Ensure program implementation within the Command is consistent with existing legislation and current Army and DOD policy.
Requirements
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly
- Temporary duty travel (25% or less) away from the normal duty station may be required.
- A supervisory probation period to assess your ability to perform supervisory duties may be required.
- This position has been designated "Mission Essential" In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
Qualifications
The Installation Management Command (IMCOM) Directorate - Training (ID-T) is responsible for the Mission Command and leadership of 17 US Army Garrison commands and Support Activities that deliver and integrate Base Support services on Army installations to enable Army readiness. ID-T is aligned with the Training and Doctrine Command (TRADOC), the U.S. Military Academy, and the U.S. Army War College and is physically located at Joint Base Langley-Eustis, thereby, better enabling close collaboration with HQ TRADOC.

In order to qualify, you must meet the requirements described below. Specialized experience required: At least one FULL year of specialized experience at or equivalent to the GS-14 level in the Federal Government which includes experience managing the installation support services of a complex multi-mission military installation; providing program direction and strategies for installation support functions, operations and activities; and managing and evaluating the impact of operational factors, assessing fiscal soundness and taking appropriate action to ensure the operational success of installation programs and activities.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
