About the Position: Serves as a Civilian Career Program (CP) Manager, supporting assigned CP and Career Field Chief, responsible for and advisor on CP policy for Army civilians ranging from the intern level to senior executive service leaders.
Duties
Serves as a Career Program and Functional Community advisor to the Department of Defense (DoD), Department of the Army (DA), Federal agencies and private sector organizations.
Uses a variety of quantitative and qualitative methods to analyze organization data and provide expert advice with respect to statistical, operational, and data management issues.
Advises all levels of senior leadership on the life cycle functions for civilian personnel management.
Establishes a continual pipeline of talented Civilians across their career fields to meet current and future mission needs.
Identifies predictive tools and evaluates the effectiveness of the current career management procedures in reaching agency goals.
Serves as a workforce planning lead responsible for assessing, analyzing the workforce, prepares and presents briefings to leadership on the workforce.
Plans competency assessment activities to inform career paths, talent development and talent acquisition human capital needs.
Develops workforce plans, strategic communications plans to promote and inform the workforce.
Coordinates across echelons to stay informed on the strategic environment.
Requirements

- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience: One year of specialized experience which includes: developing functional community strategic workforce plans and competency assessments activities to inform career paths, talent development and talent acquisition human capital needs; creating, implementing, and evaluating functional community management programs of federal civilians; analyzing and implementing process improvement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
The ideal candidate may have at least a master's or higher level degree from an accredited college or university. This is desirable but not required.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
