The primary purpose of this position is to serve as a Management Analyst with responsibility for assisting senior analysts in supporting the human resources program for the Installation Acquisition Transformation Division, which includes civilian/military personnel, training and manpower.

Duties

GS-11 Duties 1. Participates in special projects and initiatives and performs special assignments. 2. Manages the Government Travel Program for AFICC/KXP. 3. Performs Human Resource management activities. 4. Provides responsive, timely support to customer, actively supports achievement of Air Force and Command goals and objectives, and participates in improving self and organization effectiveness. GS-12 Duties 1. Assesses the organization to determine long-range functional manning requirements. 2. Maintains organizational surveillance by studying workload surveys, evaluating, and analyzing the disciplines and related specialized skill requirements for changing problems and missions of the organization. 3. Evaluates and recommends programs and processes to achieve strategic goals and objectives. 4. Briefs representatives of organization for the purpose of explaining human resources issues, soliciting support, and encouraging feedback and suggestions to improve human resources management. This position is a developmental GS-11 Target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-11. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-11 SPECIALIZED EXPERIENCE Statement: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes analyzing and evaluating the effectiveness of program operations; meeting established goals and objectives; managing special projects and initiatives; performing Human Resource management activities such as preparing personnel actions and tracking performance awards; supporting organizational goals; and improving organizational effectiveness through various management activities and analyses. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Real Estate. OR COMBINATION OF EXPERIENCE AND EDUCATION: If you have less than the full amount of specialized experience described in the job opportunity announcement; however and have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, have a combination of experience and education. Note: You must submit a copy of official transcripts. GS-12 SPECIALIZED EXPERIENCE Statement: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes studying workload surveys, evaluating specialized skill requirements, and conducting resource management studies to identify problems and recommend solutions; evaluating and recommending programs and processes to achieve strategic goals and objectives; briefing management officials and representatives on human resources issues; recommending new policies and procedures. IDEAL CANDIDATE STATEMENT: An ideal candidate for this position would have good time management and know how to prioritize workload. There are times when you will be requested to research information regarding HR matters in areas such as hiring, pay, and appraisals, meaning fact finding and research skills are desired. Basic knowledge in HR and civilian pay would be helpful. This position interfaces with leadership on a regular basis and has the potential to need to brief data gathered to GS15s, SES, and Field Grade Officers. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: FOR GS-11 1. Knowledge and skill in the application of DoD, Air Force, and AFMC administrative contracting, and personnel procedures and techniques to carry out assignments of varying and complex scope. 2. Knowledge of the mission, major issues, program goals and objectives, and work processes. 3. Knowledge of management and organizational principles and practices along with a knowledge of human resources functions, e.g. civilian personnel, military personnel. and manpower, to develop and implement integrated approaches and solutions to human resources concerns and issues. 4. Skill in applying guideline material by reading procurement regulations, technical material and translating the guidance into actions. 5. Ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve overall Division goals. 6. Ability to plan, organize work, and meet deadlines. 7. Knowledge of a wide range of qualitative and/or quantitative methods to participate in assessment and improvement of command level plans and programs. FOR GS-12 1. Knowledge of analytical and evaluative methods and techniques to apply to issues or studies concerning the efficiency and effectiveness to the organization's operations. 2. Knowledge of mission, major issues, program goals and objectives. work processes, and operations of the organization. 3. Knowledge of management and organizational principles and practices along with a knowledge of human resources functions, civilian personnel, military personnel, manpower, etc., to develop and implement integrated approaches and solutions to significant human resources concerns and issues. 4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. 5. Ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve overall AFMC goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
