The primary purpose of this position, Program Analyst, GS-0343-14, is to serve as Program Analyst for Community Partnerships, contributing executive leadership and expertise to the Air Force Installation and Mission Support, Detachment 6 Director, AFIMSC Commander, Deputy Assistant Secretary of the Air Force and ensures Air Force policies governing community partnerships are effective and sufficient.
Duties
-Apply expertise to manage development, interpretation, and implementation of DAF Community Partnership Program policies and procedures for AFMC and monitors and evaluates effectiveness.
-Apply expertise to support AFIMSC Detachment 6 and AFMC on all Installation management matters related to DAF installation-community partnerships and partnership mitigation initiatives.
-Maintain liaison with DoD, Military Components, Congress, all appropriate government agencies, non-DoD defense community organizations, as well as state and local government agencies, to implement the DAF Community Partnership program for AFMC installations.
-Provide technical workload support, develop AFMC policy, and provide expert consultation for AFMC Installations, and other governmental agencies and local partners on community partnerships.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-13), pay band or equivalent. Specialized experience is described as applying comprehensive qualitative and quantitative analysis of a large program in order to mitigate strategy in support of overall mission sustainment, effectiveness, readiness, and resilience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge in the application of a wide range of qualitative and/or quantitative methods sufficient to analyze and evaluate the effectiveness of Community Partnership program.
2. Knowledge of the Corporate Structure and Federal Planning, Programming and Budgeting System.
3. Skill in analyzing new or proposed legislation or regulations to determine impact on program operations and management.
4. Ability to brief senior leadership with a high degree of confidence and professionalism, advocate and express facts and ideas in a convincing manner and negotiate with others internally and externally.
5. Ability to develop and maintain good working relationships and solid lines of communication.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

*PHYSICAL DEMANDS: The work is primarily sedentary, although some slight physical effort may be required.
*WORK ENVIRONMENT: Work is typically performed in an adequately lighted and climate-controlled office.
