The primary purpose of this position is to exercise first second level supervisory and managerial authorities, and serve as the Chief Human Resource Liaison located in the 88 Air Base Wing (88 ABW) Civilian Personnel Flight. Provides first level supervision over the NAF Human Resource Office, and functional oversight and supervision of all HRL's within the 88 ABW.

Duties

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans, organizes, and oversees the activities of the Human Resources activities across the 88 ABW. Represents the 88 ABW with a variety of installation and various organizations. Serves as a principal advisor to the Civilian Personnel Office and Wing Vice Director for matters related to Wing operations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in human resource functions to include short and long range resource planning in the areas of civilian or military personnel, manpower; developing organization goals, objectives, policies, procedures, mission objectives, and organization design to facilitate mission accomplishments and identify the need for change in organization priorities and taking action to implement such changes.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of human resources functions, e.g., civilian personnel, military personnel, manpower, etc. to develop and implement integrated approaches and solutions to significant human resources concerns and issues. Knowledge of USAF, AFMC, and AFLCMC organizations, programs missions, and functions to analyze and determine human resources plans, programs, and initiatives to support customers' current and future requirements. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of the directorate through subordinate supervisors. High degree of analytical ability to plan, and just work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, to achieve states positions or to make an adequate case for a particular strategy which may or may not readily accepted, but it is best solution to achieve overall AFLCMC goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
