The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Mission Support Directorate.
Duties
Plans, organizes, and oversees the Civilian & Military Personnel functions, and Facility Operations.
Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment.
Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
Represents the Air Force Institute of Technology with a variety of installation and functional area organizations. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- This position is designated Key/Emergency Essential and cannot be vacated during a national emergency or mobilization. Selectee must perform the Key/E-E duties until relieved. Incumbent must be removed from military recall status.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Experience managing Civilian/Military Personnel and/or Facility Operations programs. Experience in human resource functions to include short and long range resource planning in the areas of civilian or military personnel, manpower; developing organization goals, objectives, policies, procedures, mission objectives, and organization design to facilitate mission accomplishments and identify the need for change in organization priorities and taking action to implement such changes. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Department of Defense (DoD), Joint Service, and Air Force management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy to include, but not limited to analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Department of the Air Force organizations to provide command-level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations within the Air Force Institute of Technology Portfolio.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
