The primary purpose of this position is to serve as Chief, Analysis & Integration Branch in the Directorate of Manpower, Personnel and Services, at a major command (MAJCOM) with responsibility for directing the activities of the branch.
Duties
Plans, organizes, and directs the activities of the Issues and Analysis Branch, ensuring that the branch complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents the Issues and Analysis Branch, Division and Directorate with a variety of Department of Defense, Air Staff, MAJCOM, and headquarters and installation and functional area organizations.
Reviews detailed plans, budgets, and schedules for assigned major programs and/or participates with management in fiscal planning. Responsible for integrating requirements into the annual fiscal programs. Advocates for and provides support and advice on reprogramming of funds and funding levels due to programmatic and/or manpower changes.
Leads and/or participates in special projects and initiatives and performs special assignments; identifies the need for special projects and initiates milestones and goals.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience developing or implementing policy and guidance that impact major programs with respect to strategic plans and funding; working with planning, programming, or budget processes; and experience in leading or advising one or more of the following: staff/team, organizational budget, process, or complex project.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies for the assessment and improvement of complex human resource management processes and systems.
Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events.
Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Knowledge of safety and security regulations, practices, and procedures.
Ability to communicate, both orally and in writing.
Ability to plan, organize and direct the functions and staff of a small to medium sized organization.
Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
