The primary purpose of this position is to serve as Program Analyst providing qualitative and quantitative analysis of a large program that provides policy oversight and technical guidance to DAF community partners.
Duties
Applies expertise to manage development, interpretation, and implementation of DAF Community Partnership Program policies and procedures for AFMC and monitors and evaluates effectiveness.
Applies expertise to support AFIMSC Detatchment 6 and AFMC on all Installation management matters related to DAF installation-community partnerships and partnership mitigation initiatives
Maintain liaison with DoD, Military Components, Congress, all appropriate government agencies, non-DoD defense community organizations, as well as state and local government agencies, to implement the DAF Community Partnership program for AFMC installations.
Provides technical workload support, develops AFMC policy, and provides expert consultation for AFMC Installations, and other governmental agencies and local partners on community partnerships.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying comprehensive qualitative and quantitative analysis of a large program in order to mitigate strategy in support of overall mission sustainment, effectiveness, readiness, and resilience. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge in the application of a wide range of qualitative and/or quantitative methods sufficient to analyze and evaluate the effectiveness of DAF Community Partnership program
Knowledge of the DAF Corporate Structure and Federal Planning, Programming and Budgeting System
Skill in analyzing new or proposed legislation or regulations to determine impact on program operations and management
Ability to brief senior leadership with a high degree of confidence and professionalism, advocate and express facts and ideas in a convincing manner and negotiate with others internally and externally
Ability to develop and maintain good working relationships and solid lines of communication with DoD, members of Congress and Staffs and external non-DoD agencies to include federal agencies and state/local municipalities.
Ability to plan, organize, and direct the functions, and mentor, motivate and apprise the staff of an organization; foster the high ethical standards in meeting the organization's vision, mission and goals
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
