About the Position: Serves as a Human Resources Specialist (Military), with the Management Support Division , Army Review Boards Agency (ARBA). Reviews applications and supporting information for the correction of military records or upgrade of discharges submitted to ARBA, as outlined in Title 10, United States Code 1552 and 1553, and Agency Regulations. This is the highest echelon of appeal within the Department of the Army for the correction of military records and the payment of money.

Duties

Review and validate applications and supporting information submitted to the various boards under the purview of the Army Review Boards Agency. Ensure applications satisfy jurisdictional regulatory and procedural requirements. Prepare balanced, factually correct, concise and logically written summaries of civilian honorary awards and military awards. Prepare information and background material necessary to prepare reports and support boards and Agency leadership. Prepare written correspondence, formal and informal, per governing Army, Agency, or board policies and procedures. Serve as a communication conduit with customers, both internal and external to the Agency. Manage the Agency’s Automated Time Attendance and Production System (ATAAPS) and payroll functions. Assist with providing full service human resources support to both military and civilian personnel.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • One year trial/probationary period may be required.

Specialized Experience: I have one year of specialized experience which includes interpreting and executing human resource concepts and principles, and legal requirements; analyzing military documents to identify possible issues; reviewing and validating applications to ensure compliance with jurisdictional regulatory and procedural requirements; preparing written correspondence, both formal and informal, per governing Military, Agency, or board policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Successful completion of a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. or in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resource Management, Business Administration Business Mgmt. (NOTE: You must attach a copy of your transcripts for verification). OR Combination (Education and Experience): Specialized experience as described in A, but less than one year; and I have more than one year but less than the required education in B. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
