The primary purpose of this position is to serve as Associate Director, Air Force Senior Executive Management Office (SAF/MRL) responsible for all senior executive positions, assignments and other personnel actions, executive development, and issues requiring special attention at the executive level.

Duties

Serves as the Associate Director of the Senior Executive Management Office (SEMO) planning, organizing, and managing the activities of the directorate Plans, organizes, and oversees the activities of the Senior Executive Management Office Program Communication. Directs the utilization of internal and external SEMO communications systems to publicize Air Force civilian senior executive and civilian strategic leadership programs ensuring senior leadership, key stakeholders and customers remain informed Represents the Senior Executive Management Office with a variety of organizations

  • The incumbent must be able to obtain and maintain a Secret security clearance
  • This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205)
  • This position is Centrally Managed; PCS is authorized

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include having expert and consultant to top agency management officials advising on integrating the Human Resources functions within the Senior Executive Management Office. Managing the full spectrum of Air Force civilian senior executive resources management life-cycle that best utilizes civilian senior executives and GS-15s to optimally meet the needs of the Air Force as well as SECAF/CSAF/DoD initiatives. Establishing criteria, formulating projects, assessing program effectiveness, and investigating/analyzing a variety of issues. (NOTE: YOUR RESUME MUST SUPPORT THIS STATEMENT IF CHOSEN.) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, practices, regulations, and laws concerning civilian and military personnel management and administration as they relate to Air Force executive human resource management including accessions, utilization, development, sustainment, short and long-term program planning, data support, and resource management Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organization that govern, interface with, and/or influence utilization of executive resources Knowledge of civilian and military personnel policies, practices, and procedures, including EEO/EOT and diversity initiatives Skills in analyzing issues and formulating solutions to issues that often have very high visibility. Skills to plan, organize, and direct the functions and staff to meet program and AF objective Ability to manage several priorities, many of which SECAF/CSAF interest, and adjust workload of subordinates as needed. Ability to supervise, mentor, and motivate subordinate staff members Ability to communicate well both orally and in writing, clearly, concisely, and with technical accuracy. Ability to deal with others in situations that requires utmost tact and diplomacy Knowledge of safety and security regulations, practices, and procedures PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
