This position is part of the Defense Security Cooperation Agency. The incumbent will serve as the Deputy Assistant Director for Workforce Management and as the Human Capital (HC) Officer for the Defense Security Cooperation Service (DSCS) providing senior expert advisory and consultative services to the Assistant Director, DSCS for all global Security Cooperation Organizations and officers within the Department of Defense.
Duties
As a SUPERVISORY HUMAN RESOURCES SPECIALIST at the GS-0201-15 some of your typical work assignments may include:
Serves as the Deputy Assistant Director for Workforce Management and as the Human Capital (HC) Officer for the Defense Security Cooperation Service (DSCS) providing senior expert advisory and consultative services to the Assistant Director, DSCS for all global Security Cooperation Organizations and officers within the Department of Defense.
Provides technical guidance to global SCO workforce on how best to provide HC services to employees and service members.
Leads and manages the SCO Manpower Program which includes: SCO Manpower validation, FMTS administration, requesting and validating positions, process SCO Nominations, data management (to track all civilian, military and foreign national positions) within the global SCO enterprise.
Manages the authority and responsibility for planning, developing, and operating civilian and military human capital programs, services, and activities that serve the critical needs of Global SCOs workforce.

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Leading a multi-function Human Capital team responsible for workforce planning, implementing major Human Capital functional areas in position classification/position management, recruitment/staffing, and manpower for a globally assigned military and civilian workforce.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
