This position is located in the Human Resources Division, Arlington, VA.
The selectee of this position serves as a Supervisory Human Resources Specialist (DAD-HRD) responsible for personally directing and managing the Office of Employee and Labor Relations; Office of Compensation, Benefits, and Processing; Office of Administrative Staffing, Classification, and Audits; Office of Law Enforcement Programs; and Office of Health Administration.
Duties
As a Supervisory Human Resources Specialist (DAD-HRD) at the GS-0201-15 grade level, some of your typical work assignments may include, but are not limited to, the following:
Serves as a primary Human Resources advisor.
Serves as the principal advisor to the AD, HRD. Also, serves as the primary technical Human Resources
point of contact with the Department of Justice (DOJ), Justice Management Division (JMD).
Participates in budget preparation, review, and defense.
Formulates policies and prescribes rules, regulations, and procedures governing the execution of
Human Resources requirements.

Qualifications
GS-15 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-0201-15 level, if you fulfill the following qualifications:
Specialized Experience: One year of full-time specialized work experience equivalent to the GS-14 grade level in the Federal service performing duties such as 1.) Assisting in the development and implementation of policy and program guidance in all areas of Human Resources Management (HRM) for use throughout an organization; 2. Providing procedural guidance and direction on HR operations to HR staff, component supervisors and selecting officials to improve efficiency and customer satisfaction; 3. Reviewing HR policies and courses of action to ensure they are consistent with laws and regulations; and 4. Providing strategic oversight of an HR program to align program initiatives and objectives with overall organizational mission.
AND
Possession of the following competencies:
Personnel and Human Resources: Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
Planning and Evaluating; Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
Financial Management: Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.
