This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as a Cost Analyst for the Resource Management Office at Fort Huachuca, AZ.
Duties
Establish a program to gather, analyze, and review the contract execution plans.
Provide advice to Senior Garrison staff regarding financial management, obligation, and expenditures of contract funds to assure proper use in accordance with governing statutes.
Prepare all deliverables (i.e., In-Progress Reviews (IPRs), excel worksheets, PowerPoint slides) for current and future acquisition/contract initiatives established by the organization.
Analyze the relative costs and benefits of alternative program plans.
Make recommendations to control costs and to reallocate resources to improve productivity within assigned resources.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designation.
- As such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Assisting Contract Officer Representatives CORs) in preparing Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), and Independent Government Cost Estimates (IGCE); 2) Reviewing requests for Service Contract Approvals (RSCA); 3) Using cost data to plan and control future costs; AND 4) Interpreting financial management policies to provide guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
