This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.
DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
Duties
Assists the program managers in developing contractual plans, i.e., to review and recommend changes to the contractual plan, and to monitor commitments and obligations of the contractual programs based on that plan.
Reports to and interfaces with the Washington Headquarters Service on Special Reports (i.e., Official
Representation Funds).
Analyzes Congressional actions concerning the President's biennial Budget as they pertain to the activities, and prepares any required responses including reclama actions when warranted.
Participates in development and execution of the current year budget; reviewing its impacts on technical end
objectives, and priorities which change frequently by JS and/or OSD direction.
Analyzes technical plans, fiscal history and fiscal performance to ensure efficient utilization of resources, and to ensure consistency with established policy and management objective actions.

Qualifications
Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service, is required.
Specialized experience is defined as experience formulating an organization's budget, including developing budgetary processes, procedures, and guidance related to the formulation, justification, presentation, and execution of the general fund budget; experience interpreting and applying legislative policy, appropriations law, and regulations to develop budget/annual plans and instructions; and experience managing projects and collaborating with colleagues and team members on financial and budget-related information.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
