This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.

Duties

Coordinate participation in the Planning, Programming, and Budgeting, Execution (PPBE) process; strategic planning initiatives; and the full range of financial management services at the organizational level. Provides authoritative financial advice regarding the development of the current and future years program and submission, budget estimates submissions, Information Technology Budget, and the President's Budget. Provides authoritative interpretation of various DoD and DISA budget directives, memoranda, and similar documentation. Provides specialized guidance and assistance to high level officials within J8 and the customer in formulating and establishing budget plans, and utilizing policies, directives, and implementation procedures. Represents J8 and the DISA customer with respect to financial management requirements on various working groups, senior-level meetings, etc., internal, and external to DISA to promote the effective utilization of DISA products and services. Supervises, directs, and reviews the work of professional and technical employees assigned. Review work products for compliance with Agency priorities, appropriate directives. and guidance. Create coherent financial strategies and engage the chain of command with recommended approaches, within financial constraints, and meeting timelines. Sets priorities, prepares schedules for completion of work to meet critical budget and execution timelines and makes decisions on work problems presented by employees. Makes work assignments and adjustments as necessary to accomplish the customer's financial management mission. Evaluates employee performance and counsels employees and assists them in resolving problems, referring these beyond the incumbent's ability or authority to the appropriate.

Requirements

  • Must be a U.S. Citizen.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Security Clearance level may be Secret or Top Secret.
  • The position may require the selectee to hold a current DoD Top Secret security clearance based upon a Single Scope Background Investigation (SSBI).
  • Financial Management (FM) Level III Certification Position.
  • This position requires drug testing.

Qualifications

Specialized Experience: For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service. Specialized experience at the GS-15 level is defined as experience coordinating the various phases of the Planning, Programming, Budgeting, and Execution (PPBE) process for budgets; experience providing financial oversight and management to multiple programs/projects, to include Information Technology (IT) programs; and experience with budget formulation and execution processes. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Competencies: Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for specialized experience at the GS-15 grade level.
