Duties
Develops, reviews, analyzes, and provides advice and recommendations on the activity’s budgets, acquisition plans, and multi-year programs.
Serves as a senior analyst responsible for providing expert level advice on all phases of the budget process and financial management; to include aspects of the DISA budget’s formulation, execution, and review processes.
Provides all supporting financial information for inclusion in comprehensive budget exhibits and schedules.
Analyzes budget execution and recommends program adjustments and the transfer/reallocation of funds between organizational elements.
Serves as financial consultant to management on issues such as: budgeting strategies; financial management tools and products, and resource distribution.
Provides financial data to be used in the long-range plans such as the Agency’s Future Years Corporate Plan (FYCP).
Analyzes technical plans, fiscal history and fiscal performance to ensure efficient utilization of resources, and to ensure consistency with established policy and management objective actions.
Analyzes DISA performance, identifies deviations, and provides accurate data to support program management decisions.
Serves as financial consultant to management on issues such as program priorities, financial forecasts, and projections; reprogramming; and development of annual and long-range financial plans.
Serves as the primary subject matter expert for OSD's Financial Management (FM) Certification Program.
Requirements

- This is a Financial Management Level 3 certified position.
Qualifications
Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.
Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.
Specialized experience at the GS-14 level is defined as experience coordinating and synthesizing financial and resource management data to analyze and interpret financial results of operations for agency level briefs; experience advising on, developing, coordinating, and carrying out financial policies, procedures, and plans; experience reviewing, analyzing, evaluating, and reporting program accomplishments in financial terms; and experience advising and assisting management officials by supplying financial management advice required to make management decisions, establish organizational goals and objectives, and in all respects to manage the organization.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.
