About the Position: Incumbent serves as Management Analyst, including point of contact and primary action officer for a multitude of manpower surveys, analysis of civilian employee workload and human resources management functions.
Duties
Provide management with current information on topics such as authorizations, directives, policies, reporting requirements, and other aspects of manpower program management.
Research and resolve pay discrepancies, elevating only those requiring higher-level access, analysis, and research in collaboration with Human Resources and Resource Management.
Assist in the development, review, and maintenance of the Tables of Distribution and Allowances (TDA) tor the Directorate.
Use various automated personnel systems such as the Defense Civilian Personnel Data System (DCPDS) and the Automated Nature Of Action (AUTONOA).
Review and make recommendations on organizational realignment and manpower proposals of assigned divisions.
Process related Request for Personnel Actions (RPAs) for various tasks related to personnel.
Analyze and monitor manpower strengths and projected vacancies by each activity to ensure that full manning is obtained/maintained.
Assist management on determination of staff training needs, sources of required training, training plans, design, and presentation, and the evaluation of results.
Update time and attendance changes and Alternate Work Schedules (AWS) for employees using an automated system such as the Automated Time Attendance And Production System (ATAAPS).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret (Tier 3) Security Clearance.
- A one year probation period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Using automated systems to analyze data related to organizational resources such as: manpower, personnel, financial and/or budget management; 2) Inputting time and attendance information into an automated system such as the Automated Time Attendance and Production System (ATAAPS) application and Defense Civilian Payroll System (DCPS); 3) Reviewing policies such as: financial management, manpower and/or recruitment strategies to provide guidance to staff; 4) Preparing reports relating to organizational resources such as manpower authorizations or financial management for the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education:Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: Business Administration.
OR
Combination of Education and Experience:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
