About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located in Northern New York approximately 30 miles from Canada, with the Great Lakes to the west, Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.
Duties
Leads the development and implementation of the Directorate of Human Resources General Fund Enterprise Business System Integration Plan, ensuring alignment with organizational goals.
Performs analytical and evaluative work to develop and execute budget estimates for DHR programs, analyzing budget trends and developing obligation plans, spend plans and future year requirements
Acts as the primary authority for DHR regarding Government Purchase Card, Installation Status Report (ISR), Defense Travel Service (DTS), and Government Travel Charge Card (GTCC).
Responsible for overseeing all aspects of the Government Travel Charge Card (GTCC) program as the Agency Program Coordinator (APC) for the Directorate.
Assumes the role of DHR Timekeeper for ATAAPS, handling automated pay applications like GFEBS and ATAAPS.
Acts as the primary point of contact (POC) for Contract Management and Intergovernmental Support Agreements (IGSA), facilitating communication between the Contract Management Support Office (CMSO) and other stakeholders.
Serves as the alternate DHR staff officer for DHR civilian personnel, ensuring timely execution of tasks related to manpower functions, TDA analysis, and organizational changes.
Acts as Primary Authority for DHR for Permanent Change of Station (PCS) orders, Automated Time and Attendance Personnel System (ATAAPS), and contracting.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
