About the Position: This position serves as the Chief of Management Analysis reporting directly to the Chief Financial Officer (Chief of Resource Management Division) at Guthrie Army Health Clinic, Fort Drum, New York.
Duties
Conduct trends analysis of manpower allocations, decrements, and mission changes.
Conduct special purpose manpower reviews and surveys.
Recommend new or modified work methods, organizational structures, management processes, staffing patterns, changes in program services, automation of work processes, etc. to the Command for adoption.
Adapt Department of Defense guidance to continually changing manpower resources.
Investigate opportunities for support partnerships with other Department of Defense (DOD) activities.
Assign work to subordinates based on priorities, selective consideration of the difficulty, the requirements of the assignments, and the capabilities of employees.
Provide instruction to individual employees on both technical and administrative matters.
Conduct analysis of productivity and costs to the Medical Commander, staff officers, managers and others to determine the accuracy of the data which they provided through entry into the various reporting systems.
Requirements
- Tier 1: Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
- This position requires 5% Temporary Duty Travel (TDY).

Specialized Experience: One year of specialized experience which includes utilizing automated systems for accounting and/or program analysis reports; ensuring policy compliance with manpower and/or budgetary decisions; and providing support in the civilian and/or military personnel manpower program.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
