About the Position: This position is located at Guthrie Army Health Clinic, Fort Drum, New York. The person will work independently in performing duties related to the planning, coordination, facilitation and direction of administrative processes associated with managing the facility's Lean Six Sigma (LSS) / Process Improvement Program, training and initiatives.
Duties
Serve as the change agent in administering, facilitating, and/or performing the steps necessary to create initiative action plans and business cases.
Serve as the Medical Treatment Facility's (MTF) Certified Six Sigma Black Belt representative.
Evaluate long-range project proposals to determine their suitability as Continuous Process Improvement (CPI) projects.
Develop policies and procedures for the integration of performance improvement functions in accordance with standards and requirements.
Direct the annual appraisal of the facility-wide Performance Improvement Program.
Serve as a Trainer/Mentor of Lean Six Sigma and process improvements for the Medical Treatment Facility (MTF).
Provide project status reports to internal and external customers as well as all levels of the Medical Treatment Facility (MTF) management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the GS11 incumbent to be a Certified Lean Six Sigma Green Belt.
- This position requires the GS12 incumbent to be a Certified Lean Six Sigma Black Belt.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- May require occasional travel- 5%
- This position requires the GS-12 incumbent to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

GS-11 Specialized Experience: One year of specialized experience which includes: providing technical and logistical assistance; identifying and/or evaluating the effectiveness of the MTF's Performance Improvement effort , and practicing to develop new methods for recommended policy changes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which includes: providing technical advice; developing and implementing internal policies; applying tools such as word documents , flow charts, and cause and effect diagrams for Performance Improvement plans; and recommending methods to improve and/or modify the effectiveness and efficiency policy changes.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
