This vacancy is for a Program Analyst position in the Acquisitions Division located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
Duties
Conducts detailed analyses of acquisition and financial systems and applications and provides recommendations for improving business processes.
Identifies training needs and delivers training to acquisition personnel on acquisition systems and applications.
Coordinates unique training requirements and creates curriculum and job aids based on the needs of personnel.
Reviews and analyzes data to evaluate trends and make recommendations for improvement in the effectiveness and efficiency of work operations.
Counsels and advises leadership on methods and procedures, management surveys, management reports, and control techniques.
Coordinates with internal Census Bureau stakeholders, external DOC stakeholders, other federal or state agencies or industry on complex projects.

Qualifications
This Job Opportunity Announcement may be used to fill other Program Analyst, 0343-14, FPL GS-14, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Specialized Experience for GS14: You must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience for this position is defined as:
1) Experience working collaboratively with acquisition teams, CORs, and other stakeholders;
2) Experience reviewing the full lifecycle of an acquisition/financial system (i.e. contract writing system) and advising leadership and system owners on ways to make processes more efficient and employees more productive; 3) Experience conducting executive level briefings; AND 4) Experience developing partnerships, creating collaborative team environments of diverse activities to include working with multiple liaisons and outside stakeholders.
Education: Education can not substitute for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
