You will serve as a GG-0343-15 Management Analyst for NAVAL INTELLIGENCE ACTIVITY in Suitland, MD. As the Mission Planning and Analysis Center's Management Analyst, you will independently develop, analyze, evaluate, advise on, or enhance tasking associated with Contracting Officer Representative (COR), Finance, Purchasing/Acquisition, and Accountable Property business areas.
Duties
You will possess expert knowledge of government contracting, purchasing, and project management processes/requirements and extensive knowledge of maritime, military, and Intelligence Community (IC) operations.
You will track progress on scheduled work; lead, oversee, or participate in sprint planning; manage dependencies; and contribute to architectural discussions associated with future requirements.
You will advise the director on contractual matters relying on integrated knowledge of rules and regulations pertaining to contracts, finance, budget, and project management.
You will provide expert leadership as related to the Department of Defense 5000.02, Federal Acquisition Regulations (FAR), and Defense Federal Acquisition Regulation Supplement regulations.
You will serve as the Contracting Officer's Representative, responsible for the execution/management/oversight of all contractual, financial, administrative, and technical interactions with contractors.
You will be responsible for the execution, management, oversight of all financial, administrative, and technical requirements associated with the organization's purchases.
You will perform analysis of requirements and recommend purchases and acquisitions strategies to achieve them by identifying trends, accomplishments, issues, and areas for improvement.
Requirements

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Category Program Management, Level II. Certification is required within 24 months of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:
1. Manage and oversee the effectiveness of the organization's contracts, budget, and finances in the utilization of money, personnel, and material resources.
2. Execute, manage, and oversee all contractual, financial, administrative, and technical interactions with contractors as the Contracting Officer's Representative.
3. Advise leadership on matters pertaining to contracts, finance, budget, project management, purchasing actions, and acquisition functions.
4. Perform analysis of requirements by identifying trends, accomplishments, issues and areas for improvement in order to recommend purchases and acquisitions strategies.
5. Ensure proper planning and execution throughout the fiscal year to provide reports and updates as required.
