This vacancy is for a PROGRAM ANALYST position in the Associate Director for Demographic Programs located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other PROGRAM ANALYST, 0343-14, FPL GS-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Analyze and evaluate on a qualitative/quantitative basis the effectiveness of program operations in meeting established goals and objectives.
Serve as liaison and coordinates activities for the transition of demographic surveys to the Data Ingest and Collection for the Enterprise (DICE) program.
Serve as Contracting Officer Representative for Directorate contracts in support of surveys/programs.
Supervise staff and serve as project lead or team member on special projects and/or enterprise-wide initiatives in support of division(s) or the Directorate.
Provide project/program management support and expertise in support of the Directorate and division(s) project/program.

Qualifications
Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Coordinating and supporting technology initiatives that modernize the development and delivery of statistical data products; Developing and implementing program processes and operations such as coordinating the availability of translation services, and managing the use of survey incentives; Serving as a central point of contact for the transition of surveys to a new data collection platform, such as the Data Ingest and Collection for the Enterprise (DICE); Serving as project lead or team member on special projects and/or enterprise-wide initiatives in support of a Directorate; and Serving as a Contracting Officer Representative (COR) for Directorate contracts in support of surveys/programs.
Education: Education cannot be substituted at this level.
