About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Information Technology Laboratory.
May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.
Duties
Serves as a Program Analyst for the Information Technology Laboratory (ITL), U.S. Army Engineer Research and Development Center (ERDC) and reports directly to the ITL Deputy Director.
Responsible for interacting with ITL financial and technical managers and developing master plans.
Forecasts for the ITL in executing the overall acquisition portfolio related to research and development activities, staffing, hardware, and software requirements.
Supports the execution of ITL business activities and facilitates the implementation of the vision and broad mission guidance while ensuring compliance with DoD and Army policies and regulations.
Supports and identifies contracting execution plan
Conduct periodic execution reviews, reviews and coordinates contract packages, and interfaces with various contracting, finance and legal organizations to ensure full execution of the acquisition portfolio for the ITL within Army guidelines.
Serve in a Contracting Officer Representative (COR) role.
Uses highly technical skills in analyzing the ITL acquisition portfolio by preparing plans and execution of status reports, preparing reports (e.g. CEFMS, Microsoft Office Suite, etc.)
Develops and maintains customer relationships and interacts regularly with PM and/or PIs and direct and/or reimbursable project sponsors.
Serves as an expert in the solicitation, selection, award, and administration of contracts in support of specific projects and is given the responsibility for the scopes of work and management of specific activities awarded under the contracts.
Develops acquisition training plans, to include all aspects of the acquisition process, and status reports for supervisors and program managers for the ITL.
Prepare spreadsheets and charts that reflect the current and/or historical status of the program and/or developing/optimizing business practices or organizational Research and Development strategic plans.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

To Qualify at the DJ-2 Level:
General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the DJ-1 (GS-04) grade level, which includes analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; Planning and organizing work; and communicating effectively orally and in writing. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service DJ-1 (GS-04).

Education: Four-year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
To Qualify at the DJ-3 Level:
Specialized Experience: One year of specialized experience which includes experience (1) perform analytical and administrative duties to obtain, compile, and summarize quantitative data to be used by senior management or program managers concerning the program estimates and obligations; (2) review cost estimates, justifications of resources, and execution of performance schedules; and/or (3) develop recommendations for improvement in program operations and objectives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service DJ-2 (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a field which the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Accounting, or Financial Management
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent DJ-1 (GS-4) or DJ-2 (GS-9).
