About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Information Technology Laboratory (ITL),
DOD High Perf Computing Mod Program (HPCMP).
Duties
Incumbent will interact with program technical and business managers of ITL, ERDC and High Performance Computing Modernization Program (HPCMP) to develop business management plans and forecasts for HPCMP.
Assist the Associate Director for Business Operations in directing the business activities of the HPCMP to facilitate implementation of the HPCMP's vision and broad mission guidance while ensuring the legal, efficient and effective use of resources.
Prepare presentations and justification documents displaying program and business requirements for Planning, Programming and Budgeting and Execution processes.
Responsible for managing all matters related to HPCMPs reimbursable program to include communicating ERDC and HPC policies related to support agreements, funding documents, and facility account operations.
Request and manage any additional facility accounts needed to expand HPCMP's reimbursable program.
Interface with contractors providing HPCMP support in a variety of technical areas including HPC program execution, contract administration, cost estimating, performance metrics, networking and security.
Formulate the facility account fiscal year budget for input into the Corps of Engineers Financial Management System (CEFMS).
Analyze billing rates and ensure funds are collected in advance of services rendered.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes formulating business requirements forplanning, programming, budgeting and execution processes; execution of budget and funding activities associated with reimbursable projects and facility accounts; and communicate policies related to support agreements, funding documents and facility accounts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-03 (GS-12).

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-0343-04 (equivalent to GS-13 to GS-14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion.
