The incumbent serves as a Supervisory Health System Specialist - Health Profession Education Manager in Aurora, CO. The position has primary responsibilities for the planning, developing, implementing, directing, evaluating, and coordinating the overall HPE programs for the VA Eastern Colorado Healthcare System. This position serves as the senior position in support of training programs and compliance with regulatory, accreditation and other applicable requirements.

Duties

Major duties include, but are not limited to: Provide direct technical and administrative supervision to the HPE Office. Ensure that staff are efficiently and effectively accomplishing quality work that is compliant with regulatory requirements and procedures, accreditation standards, laws, and VHA OAA policies and requirements, as well as assuring implementation and accomplishment of the goals and objectives of HPE programs. Perform a wide range of programmatic and operational functions for the HPE Office. Oversee all functions related to the administration of HPE funding, accreditation, appointment process, and affiliate relationships in accordance with VHA directives, handbooks, policies, memos, and notices. Play an active and influential role in day-to-day medical facility policymaking, planning and decision making. Serve as the technical and subject matter expert (SME) for HPE programs to include undergraduate and graduate medical and dental education, nursing, associated health, and advanced fellows. Work collaboratively with leadership to identify and/or implement best practices and advising on program and policy requirements pertaining to HPE programs. Assure that administrative, clinical programs and policies are integrated to meet the unique need of interprofessional HPTs and patients they serve. Assist in identifying budget needs and negotiates with management to arrive at appropriate funding levels that make the most effective use of resources in accomplishing VA's academic and HPE missions. Provide oversight, direction, guidance, and technical expertise to ensure compliance programs are in place for OAA HPE programs. Create and maintaining a functional communication system and promotes an understanding between HPTs, faculty, employees, and Veterans regarding HPE mission and programs. Represent the Designated Education Officer (DEO) and HPE Office in formal speaking engagements at facility meetings with the affiliate or at public relations events. Perform other related duties and responsibilities as necessary. Work Schedule: Full time. Monday - Friday 8:00 AM - 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/07/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This Health System Administration Series, 0671, has individual occupational requirements, as described below: Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcripts required). OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expertise in healthcare management, strategic planning, and aligning operations with agency policies; Proven ability to use management and data analysis tools to execute complex projects and improve efficiency; Extensive experience in ensuring compliance with regulations and coordinating clinical administrative services; Strong skills in stakeholder communication, staffing recommendations, and negotiating solutions across various levels; Skill in conducting analyses, preparing reports, and developing policies to enhance healthcare operations. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Work may be performed in a clinical setting to observe program operations and trainee work environments. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. There may be a certain amount of pressure due to time constraints. There is extensive use of computer systems. Occasional travel including site visits to other VHA field sites and academic affiliates is required.
