Serve as the Business Director of Inpatient Operations and Oversight for VA Eastern Colorado's hospital services, reporting directly to the Health Care System Associate Director. Responsibilities within a dynamic and diverse healthcare system that spans a large geographic catchment area. VA ECHCS is a complexity level 1A facility accredited by the Joint Commission, providing healthcare services to Veterans in Eastern Colorado, parts of Kansas, Nebraska, and New Mexico.

Duties

Major duties, but not limited to: Analytics and Project Management (45%) This position plays a critical role in developing and implementing organization-wide improvement plans, focusing on inpatient operations and oversight. The incumbent is responsible for recommending necessary resource and personnel actions to support these improvement initiatives. They also develop strategic planning initiatives, goals, and objectives for healthcare delivery, performance improvement, purchased care, utilization management, and financial solvency throughout the medical center. These plans are translated into specific actions and policies. Supervisory Duties (30%) The incumbent provides supervision to Title 5 employees and serves as the technical expert on operational problems and personnel/administrative issues. They oversee the daily operation of the service, ensuring compliance with agency policies and priorities. The incumbent develops performance standards, evaluates the work performance of subordinates, and offers advice, counsel, and instruction to employees on work-related and administrative matters. Internal and External Consultation (25%) The incumbent is responsible for coordinating responses to Requests for Proposals (RFP), Requests for Information (ROI), and Suspenses from VISN and VHA offices regarding strategic initiatives. They ensure that VA ECHCS's response is of high quality and aligns with the organization's mission, vision, and goals. The incumbent formulates spend plans and budgets for these programs, tracking funding to ensure program effectiveness. They also make presentations on health care delivery options to the VA ECHCS Director and Executive Leadership Team, providing valuable input for future planning. In addition, this position serves as the primary technical authority within the agency for strategic planning, capital planning, and the implementation of Lean Six Sigma process improvement initiatives. Work Schedule: Monday through Friday, 7:00am to 3:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Health System Administration Series, 0671 Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement, Or Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the Individual Occupational Requirements, applicants must have specialized experience of at least 1 year equivalent to the GS-13. You may qualify based on your experience as described below: Specialized Experience GS-14: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Incumbent is a key member of executive leadership providing liaison with all Care/Service Lines, managing a variety of meetings, groups, action teams, etc. Often identifies the need for such conferences/meetings based on knowledge of the organization's programs and operations as well as programs in related offices. Responsible for all Human Resource actions which includes, but not limited to recruitment, retention, releases, separations, announcements, promotions, performance plans and appraisals. Integrates enterprise-wide, patient level clinical and financial data to provide a single unified view of VA data and to allow an efficient analytical platform through a variety of tools. Ensures privacy laws are not violated with transmittal of sensitive information. Ability to work independently and/or with minimal direction on daily operations and special projects assigned by the Executive while meeting required deadlines. Develops long-and short-range plans and briefs Executive Leadership Team, as required, regarding accomplishments. Responsible for and authority of facility wide Systems redesign team, Strategic planning, Capital Asset Planning and Activations team workload capture and evaluation, evaluation of FTE requests, and special projects. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
