The Supervisory Health System Specialist/Deputy Chief, Organizational Compliance (Investigation Program Manager) is at the full performance level and is located in the VA, VHA, at the VA Eastern Colorado Health Care System, located in Aurora, CO. The incumbent reports to the Chief, Organizational Compliance Service under the Health Care System Deputy Director and has daily contact with other members of the Executive Leadership Team in order to carry out the duties of this position.

Duties

Holds subordinate employees responsible and accountable for satisfactory completion of work assignments. Assists the OCS Chief to create and maintain local policies governing each of the disciplines within the OCS to ensure they are compliant with national policy, accessible to employees, and up to date. Conducts routine monitoring in areas of previous compliance-related failures. Triage and assess the need for fact finding and/or administrative investigative boards (AIBs) related to allegations, concerns, issues and, upon approval of the Director, will organize and implement fact finding and/or AIB actions, providing a written report to the Director regarding the outcome of those investigations. Reviews of the organization surveys (The Joint Commission [TJC], Office of the Inspector General [OIG] Government Accountability Office [GAO], Commission on Accreditation of Rehabilitation Facilities [CARF]) as directed by health care system ELT. Involved in gathering information, identifying, and analyzing concerns of potential noncompliance with VA and VHA directives, and developing recommendations to resolve substantive problems relating to the effectiveness, efficiency, and appropriateness of work operations within the OCS. Maintains close daily working relationship with the service's subordinates and their supervisors, to resolve conflicts and foster collaboration. The incumbent coordinates and directs with contacts that are made on a daily/weekly basis by telephone, in person or through written correspondence. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement: Positions in the occupational series 0671 MUST MEET 1 of the following bullet points: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPTS REQUIRED) or Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement or Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the IOR you must also meet: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinates and oversees all incoming requests for investigation and/or fact findings from a variety of oversight organizations. Maintains awareness of laws and regulations impacting all disciplines within OCS, keeps apprised of current changes that may impact the Health Care System OCS through seminars, training programs, and personal contacts. Gathers information, identifies, and analyzes concerns of potential noncompliance with VA and VHA directives, and developing recommendations to resolve substantive problems relating to the effectiveness, efficiency, and appropriateness of work operations within the OCS. Assists the OCS Chief to review, create written policies and procedures that promote commitment to the overall facilities compliance and address specific areas of risk associated with the Health Care System business practices, operations, research, privacy, records management, investigations, and audits of scheduling and consult practices. Assists the OCS Chief to prepare reports for the Director, detailing compliance initiatives within all disciplines of the OCS, which identifies issues or failures that have occurred and recommends changes and improvements to the health care system OCS and operational compliance-related activities. Ensures that the policies and procedures within each program area align with VA Central Office, VA Office of Inspector General (OIG), as well as other organizations that provide oversight of the whole health care system within VAECHCS. Preferred experience: Experience as a supervisory within VHA/VA is preferred and will be utilized as a quality ranking factor depending on the number of years of experience and responsibility as a supervisor. Experience in conducting Fact Finding investigation within VHA/VA is preferred and will be utilized as a quality ranking factor depending on the number of years of experience and responsibility as a supervisor. Experience in conducting Administrative Investigation Board (AIB) is preferred and will be utilized as a quality ranking factor depending on the number of years of experience and responsibility as a supervisor. Certification in both Fact Finding and AIB training is preferred and will be utilized as a quality ranking factor depending on the number of years of experience and responsibility as a supervisor.
