The primary purpose of this position is to provide support to health care executives by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. The position renders advice on operational policies and assures these policies are coordinated with, and in support of, field operations. This position exercises broad latitude and provides senior expert level advice to senior personnel, or agency officials concerning complex, and unusual healthcare issues.

Duties

HEALTHCARE BUSINESS OPERATIONS: The incumbent has a comprehensive understanding of the mission, organization, and programs of the Department of Veterans Affairs, Rocky Mountain VISN, and ECHCS, as well as the philosophy of top management, in the development and implementation of management and organizational systems and approaches along with improvements, at this healthcare system, in delivery of quality health care to our veteran patients. Additionally, the incumbent must have a generous working knowledge of The Joint Commission (TJC), OIG Comprehensive Healthcare Inspection Program (OIG CHIP), Commission on Accreditation of Rehabilitation Facilities (CARF) and other nationally recognized and supported audit and survey requirements to advise and recommend appropriately. DATA ANALYSIS AND REPORTING: The incumbent is responsible to review, analyze, evaluate and make recommendations on medical center wide budget issues and the cost effectiveness of medical center operations, including, but not limited to evaluating all medical center clinical contracts, the utilization of fee staff for various operations. The incumbent is responsible for the review of the cost effectiveness and utilization with appropriate recommendations of various programs and operations such as dialysis. Monitors and analyzes monthly fiscal reports on contract expenditures for all clinical contracts, resource sharing agreements and sales of services to non-DoD entities as well as availability of services for TRICARE utilization. Coordinates with VISN and other facility Executive/Staff Assistants to share ideas and determine applicability of other facility practices at ECHCS. The incumbent serves Health System Specialist to the Chief of Staff as internal consultant to management on expansion of programs and projects. Monitors the Network Director's Performance Plan (NDPP) Plan to ensure the Associate Director of Patient Care Service's Performance Plan thru the Medical Center Performance Plan elements are aligned. Tracks items on the Associate Director of Patient Care Service's plan and will act, either independently or with consultation with the Chief of Staff to ensure plan items are successfully met. COORDINATION AND ADMINISTRATIVE OVERSIGHT: The incumbent manages the overall administrative operations for the various services and programs under the auspices of the Chief of Staff. Plans, controls, and directs administrative programs. Manages contracts and budgets in a cost-effective manner. Prepares annual budget forecasts and oversees the preparation of submittals related to balances score cards, business plans and management briefings. Facilitates two-way communication with the Administrative Officers in the Administrative and Clinical Service Lines through regularly scheduled meetings intended to ensure consistent and competent business practices and reporting. Facilitates training of Administrative Officers to fill gaps in their business knowledge using appropriate subject matter experts. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. You may qualify based on your experience and/or education as described below: Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Monitors/delegates (as needed) all projects and tasks to ensure they are completed by established deadlines; Initiates/reviews/processes communications via email, phone, instant messaging, letters, etc. for internal and external customers. All communication must be made with professionalism and attention to detail; Develops recommendations and/or makes decisions for operational plans, goals, and objectives using data, reports, and other analysis; Influences stakeholders to accept and implement findings and recommendations on organizational improvement or program effectiveness; Designs and conducts a wide variety of comprehensive and detailed analyses of complex functions and processes related to health programs. Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Uses all appropriate technology, computer systems, software programs, Microsoft Office programs, data systems, the internet, and other sources of data to provide reliable and up to date data to support decision-making tools and recommendations; Provides support to the Supervisor to monitor performance measures and manage change within the department; Monitors/delegates (as needed) all projects and tasks to ensure they are completed by established deadlines; Initiates/reviews/processes communications via email, phone, instant messaging, letters, etc. for internal and external customers.
