Supervisory Health System Specialist/High Reliability Organization (HRO) Section Chief is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA Eastern Colorado Health Care System (VAECHCS), in Aurora, CO. Reports to the Health Care System Director/Deputy Director, Chief of Quality and Patient Safety (QPS) Service and has daily contact with other members of the Executive Leadership Team in order to carry out the duties of this position.
Duties
Major Duties but not limited to:
Supervisory Duties 30 %:
The HRO Section Chief has designated authority to provide direct supervision for the following positions: Lead System Redesign Specialist (GS-13), HRO RN (VN III), Innovations and SR Specialists (GS-12). As a section chief in QPS Service, the HRO Section Chief will be expected to cover the QPS Chief's duties during his/her absences. This supervision would be over 20 VN II/IIIs and twelve GS 11-13 staff members.
HRO Operations 45%:
The incumbent serves as the HRO HSS supporting new programs/initiatives that align directly with the journey to high reliability, which puts Veterans at the center of all processes, innovations, improvements, and changes. The incumbent serves as the primary supporting consultant for the development and implementation of program operations related to new programs and/or initiatives that have a direct impact on data management, processing,
problem resolution, and process improvement along the journey to high reliability. Programs and initiatives managed are highly visible and politically sensitive, thereby requiring the incumbent to stay current on all aspects of the initiatives, identify potential risks and issues, collaborate with staff both internal and external to ensure necessary requirements are appropriately documented and met, and effectively lead and socialize the changes necessary for successful implementation.
Consultation/ Program Analysis 25%:
The incumbent works in partnership with the National Center for Patient Safety, QPS staff to include the Patient Safety Section, Systems Redesign (Improvement) and nursing/physician leadership to ensure planning, coordinating, tracking, reporting, and communicating objectives to the various stakeholders both external and internal to VA. The incumbent must therefore have a clear working expert knowledge of the HRO mission and objectives with excellent communication skills. Continuous improvement of services to stakeholders requires significant interaction with a wide range of professionals and results in the incumbent assuming a highly visible role in representing the ECHCS at the VISN and national level. The incumbent must have the ability to communicate orally and in writing about complex clinical and non-clinical matters with individuals with varying levels of understanding and authority.
Work Schedule: Monday through Friday, 7:am to 3:30pm,

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Health System Administration Series, 0671 Individual Occupational Requirements: Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR,
Specialized Experience:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement, Or
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the Individual Occupational Requirements, applicants must have specialized experience of at least 1 year equivalent to the GS-12.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Facilitating, coaching, and training audiences at all levels of the organizations throughout the life cycle of a performance improvement project.
Leading a team (i.e. subject matter experts, front line staff, leadership) through a rigorous and defined lean six sigma project management process.
Leading project teams through designed brainstorming sessions to develop solutions towards a specific deliverable or goal during a project.
Directing team towards sustainable solutions that are mistake proof.
Pulling, isolating, and manipulating data to identify root causes of a performance issue.
Developing control plans, communication plans, risk management plans throughout closeout of the project.
Conducting extensive work in analyzing data and conducting background research.
Identifying systems design problems that contribute to human errors.

Physical Requirements: No special physical exertion is required other than walking in a large 1.2M square foot primary facility. The work is primarily performed while sitting though some work requires periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as files, mail, laptops, supplies and papers. The incumbent will be required to move wheeled tables and chairs as needed for training or conferences.
