You will serve as a Program Analyst and the Fuel Card Component Program Manager (CPM) within the Department of the Navy's Consolidated Card Program Management Branch (DON CCPMD) CNSSC OPERATIONAL SUPPORT FIELD.
Duties
You will provide expert knowledge of DOD and DON program management principles, to include project management, financial, contracting and logistics processes
You will possess adept knowledge and understanding of personnel regulations and contract oversight tools in order to ensure program is complying with all applicable rules and regulations.
You will provide expert knowledge of DON's organizational structure to include Fuel activities, bases and stations in
order to understand unique customer requirements in a dynamic fuel operating environment.
You will communicate effectively, both orally and in writing in order to provide senior leader situational awareness of overall program effectiveness and compliance.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of Program Analyst (fuel card) specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating extensive knowledge of Government Fuel Cards, Travel Cards, or Purchase Cards in order to ensure missions are accomplished. I have expert knowledge of DOD and DON program management principles, to include project management, financial, contracting and logistics processes to support the Fuel card. I have experience performing data analysis to identify patterns of misappropriation and take action to resolve Fuel Card delinquencies and misuses. Examples of specialized experience may include: 1) Monitor all DON Fuel card programs and project to ensure appropriated milestones are completed on; 2) Recommend to the director any changes required to improve operations across the DON fuel card program; 3) Provide Fuel card Program knowledge, expertise and content for the preparation of DON created training; 4) Provide fraud or audit analysis to identify questionable transactions or patterns of suspicious use.
