You will serve as a Supervisory Program Analyst in the Corporate Operations, Personnel Division, Workforce Support and Compliance Branch of NAVAL SUPPLY SYSTEMS COMMAND.

Duties

You will serve as the NAVSUP Enterprise expert for Total Force Program Compliance and Audit, Overseas Management of Travel, Travel/Purchase Card Program, and CIVPAY. You will coordinate management internal control (MIC) formulation and completion for all Total Force Division Programs, coordinating with other branches to accomplish tasks related to total force compliance. You will serve as the conduit for total force data issues with SharePoint/Knowledge Management, Flank speed Microsoft Office automation and conversion of advanced Microsoft integration of total force systems into changing platforms. You will provide program oversight and cross command coordination for separation of duties (SOD) related issues relating to purchase cards. You will assign projects to subordinates and make decisions on controversial work problems. Provide technical guidance and direction, reviews plans, and completes work for correctness and evaluates performance.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of Program Analyst specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying a comprehensive knowledge of the concepts, principles, policies, regulations and practices of management, finance/budgeting, operational auditing, and business processes utilizing work measurement and quantitative and qualitative methods and techniques, sufficient to audit, analyze, study, evaluate and formulate a course of action concerning manpower and workforce planning and financial/operational audit requirements. Specialized experience must demonstrate the following: 1) Utilize a mastery level knowledge of the concepts of Financial Improvement and Audit Readiness (FIP/FIAR) in order to support a large range of Compliance related tasks such as Audit, Inspection, and Managers Internal Control (MIC); and oversight and coordination of the Defense Travel and Enterprise Government Purchase Card Programs; 2) Demonstrate a mastery level knowledge of Workforce Management programs and the Civilian Payroll program sufficient to serve as a subject matter expert (SME) for Civilian Payroll (CIVPAY) issues. Participate in the development of NAVSUP CIVPAY policy. 4) Utilize an expert knowledge of navy Enterprise Resource Planning (ERP) procurement process workflow and systems interfaces to oversee purchase card policy processes and procedures. 5) Experience supervising and/or leading a team by coordinating and assigning work, monitoring and provide feedback on performance, establishing priorities, adjusting workload and recommending necessary training commensurate with the development the employee.
