This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Duties

You will serve as the Chief, Resource Management (Brigade S8) and principal advisor to the Commander, Army Field Support Brigade (AFSB) for all resource management operations, programs and activities. You will coordinate day to day operations of the S8 office and is responsible for independently carrying out assignments consistent with regulatory and policy guidance of higher authority. You will plan, program, formulate and execute the budget of assigned programs by reviewing and utilizing pertinent policies and objectives, integrating and reviewing financial management reports as required. You will exercise personnel management responsibilities through direct supervision of civilian personnel assigned in the Brigade S8 office. You will recommend and oversee plans and courses of action affecting the brigade resource management functions including manpower and contract analysis and execution of the total operating budget.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position may require the incumbent to obtain and maintain a Government Passport.
  • In performing the duties of this position, the incumbent may be required to make Temporary Duty (TDY) trips up to 20% of time, anywhere within the brigade’s area of responsibility (AOR) to locations in CONUS or OCONUS.
  • Selection for assignment to this position may require passing appropriate physical examination for overseas duty.
  • FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes monitoring funds and administering a budget; documenting manpower resources; developing and evaluating an effective resource management program with the use of integrated automated management information systems; and compliance with financial regulations and/or requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
