About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Shafter, Hawaii.
Duties
Incorporates theater C4 functional requirements into 516th resource processes.
Synchronizes the formulation, execution, and review of NETCOM resource programs in support of C4 plans and requirements.
Serves as the resource manager for the 516th Signal Brigade with staff responsibility on all financial functions to include programming, budgeting, accountability and funds control, cost analysis, internal controls, efficiency reviews.
Works under the general administrative direction of the Headquarters, 516th Signal Brigade, under the general direction of HQ NETCOM, and administrative control of 311th Signal Command (Theater).
Manages allocation, control, review, and execution of approved and resourced C4 programs. Manages personnel of the Division and directs staff efforts and actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
- Temporary Duty (TDY) travel up to 25%.

Specialized experience would be demonstrated by experience in Force Management Programs and Annual Command Plan reviews/updates; experience in program analysis, budgeting, reporting, manpower and management programs, current year Budget management, and execution development; experience with working cross-staff actions and collaboration; experience leading cross-functional teams in capability development.
