This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for serving as senior Program Manager of one or more CT programs, portfolios and/or projects in specific geographic areas and is thus responsible for planning, programming, budgeting, and serving as a Contracting Officer's Representative (COR).
Duties
As a PROGRAM MANAGER (INTERNATIONAL PROGRAMS) at the GS-0340-14 some of your typical work assignments may include:
Directs and manages the implementation of one or more programs, portfolios, and/or projects.
Prepares program-wide and individual project plans, acquisition baselines, acquisition strategies, implementation plans, and funding plans.
Responsible for managing, planning, programming, budgeting and overseeing the execution of multiple efforts within assigned geographic areas, to ensure success of the CTR program.
Facilitates and participates in technical discussions with foreign officials concerning CT projects.
Identifies and oversees the process of assessing needs of partner countries, developing technical requirements and specifications, coordinating the efforts of other non-DoD agencies, CCMDs, international partners, and NGOs.
Directs and oversees the execution of a large-scale program to lead to WMD Proliferation.
Prepares purchase requests to execute acquisition activities within the assigned functional area to successfully support CTR international agreements.

- This position may require the use of PPE which may include chemical protective gear and a protective mask or other respiratory protection. Respiratory protection will include a medical exam to qualify on use and wear IAW 29 CFR 1910.134.

- Travel in the performance of temporary assignments may be required up to 25% of duty time (CONUS/OCONUS). The employee must be willing to comply with each Combatant Command (COCOM) travel medical requirement to include vaccinations.
- Must be able to obtain and maintain a TS/SCI security clearance.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Leading the evaluation/selection for the selection of a contract or task order; managing projects (cost, schedule, and performance);
Serving as Contracting Officer's Representative (COR);
Leading and managing project teams; developing effective working relationships with DoD, interagency, and
international partners; and
Leading delegations overseas in meetings with senior foreign officials for technical discussions on new or
ongoing projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
