You will serve as a Lead Financial Management Analyst in the Chief of Naval Operations of NAVY MILITARY PAY OPERATIONS AND ACCOUNTING.

Duties

You will complete analysis and deliver senior level briefings. You will develop and implement effective internal control policy to support traceability of accounting transactions for audit. You will engage in innovative thinking and action to resolve complex organizational and process problems that require non-standard, adaptive and transformative solutions. You will conduct comprehensive financial analysis to ensure compliance with Generally Accepted Accounting Principles (GAAP).

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provide professional analytical leadership and advice to supported organizations; 2) Review and analyze operating programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting accounting transactions affecting the asset, liability, revenue, expense, and budgetary accounts for supported organizations to ensure compliance with generally accepted accounting policies, new operating procedures, and revised regulations; 3) Identify problem areas and determines actions required to improve operating program effectiveness, ensure the propriety of accounting transaction processing, and maintain the integrity of accounting records and financial information; 4) Provide technical advice and training to technicians and program managers; and 5) Evaluate work processes against requirements and recommends/implements changes to improve services provided.
