This position is located within the Office of Real Property (ORP), Construction & Facilities Management (CFM) and serves as Realty Specialist - Program Manager providing support for one of more of the VA's realty programs managed by VA. This includes managing VA's Randolph Sheppard Act, Quarter's Management, and McKinney-Vento Programs, including serving as the subject matter expert providing guidance; implementing respective policy and procedure for programs; submitting recurring reports.
Duties
Major Duties (but not limited to):
-Program management of VA's Randolph Sheppard's Act (RSA), Quarters Management, and McKinney-Vento, managed within ORP.
-Ensuring departmental policy, regulations, and operational decisions are continually reflected in ORP's programs
-Monitoring program performance, client comments and concerns, operational considerations, and outside influences having potential impacts on the program as well as policy or directives emanating from other VA administrations or staff offices
-Conducting studies, chairing working groups, and developing new approaches, alternatives, and recommendations for improvement, with an eye towards improving processes and increasing efficiency and cost savings for the programs
-Representing the office in meetings with officials from VA Central Office, Medical Centers, National Cemeteries, state and local government officials, and other stakeholders
-Leads program meetings to brief on status
-Manages nationwide programs, including providing direction, guidance, expectations, and communications to realty specialists and capital program staff
-On behalf of VA, submits reports to external agencies to provide insights and status of VA's programs
-Determines program objectives, sets priorities, and manages work assignments for enterprise-wide programs
-Expertly drafts, reviews, and updates policy for program management
-Work directly with a variety of VA's realty specialists and capital staff as well as external agencies to manage programs
-Communicates effectively with stakeholders to ensure compliance to policies and regulations to ensure the programs' successes.
Work Schedule: Monday - Friday, 8:00am - 430pm

Physical Requirements & Work Environment: Work is primarily sedentary with regular and recurring travel to proposed and ongoing construction sites. Site visits require the ability to walk over rough terrain, climb ladders, and crawl in often tight spaces. Construction sites may require exposure to diverse weather conditions and high noise levels.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience includes:
Subject matter expert of government owned/leased and General Services Administration real property and lease guidance and policies.
Leads lease and real property program meetings to brief on status.
Manages nationwide leasing and real property programs for government owned/leased properties, including providing direction, guidance, expectations, and communications to realty specialist and capital program staff.
On behalf of the agency, submits reports to external agencies to provide insights and the status of real property programs
Determines lease and real property program objectives, sets priorities, and manages work assignments for enterprise-wide programs for government owned and leased properties.
Expertly drafts, reviews, and updates policies and guidance for lease and real property program management of government owned and leased properties and programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no educational substitution for the GS-14 level.
