The position is located within the Office of Real Property (ORP), Office of Construction & Facilities Management (CFM), Office of Acquisition, Logistics, and Construction (OALC), Office of the Secretary, Department of Veterans Affairs (VA), in Washington D.C. The incumbent serves as a Senior Realty Specialist in the Office of Real Property and provides support for one or more of ORP's programs.
Duties
The incumbent is required to create and conduct presentations to leadership, both in person and writing, and will be required to travel to project sites. The major duties and responsibilities include but are not limited to:
Leading a cross-functional project team.
Establishing project plans and schedules.
Ensuring departmental policies, regulations, and operational decisions are continually reflected in ORP's programs as they relate to managed projects.
Monitoring project performance, client comments, and concerns, operational considerations, and outside influences having a potential negative impact on project.
Conducting studies, chairing working groups, and developing new approaches, alternatives, and recommendations for improvement, with process improvement, efficiency, and cost savings in the forefront.
Communicating with the project team to ensure the environmental, historic, community, legal, and other considerations are addressed in projects for continued success.
Working directly with a variety of contractors for project support.
Representing the office in meetings with internal and external stakeholders.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials (if applicable), as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates one-year time-in-grade [e.g., within-grade increase, promotion with an effective date more than one year old, or SF-50s at the highest grade held with an effective date more than a year old [General Adjustment, FEGLI, Awards, Data Change, Change in Tenure, etc., does not support TIG].

This position includes a Selective Placement Factor (SPF), which are knowledge, skills, abilities (KSAs), or special qualifications that are in addition to the minimum requirements in a qualification standard but are determined to be essential to perform the duties and responsibilities of a particular position. The Selective Placement Factor (SPF) is possession of a current Lease Contracting Officer Warrant certification. Applicants who do not possess this certification or provide a copy with their application will be eliminated from further consideration.
You may qualify based on your experience as described below:
Specialized Experience: Applicants must have at least one (1) full year of specialized experience that equipped them with the knowledge, skills, and abilities to perform the duties of this position at the GS-14 grade level? This experience must have been equivalent to at least the GS-13 level in Federal service. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience). Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Examples of specialized experience would typically include but are not limited to: negotiating, preparing and executing real estate contracts; conducting market surveys and real estate site inspections; performing real estate project management using project management tools to manage projects from inception to closeout; conducting cost analyses for real estate transactions to provide recommendations; monitoring lease transactions and documents for procurement and financial accuracy and analyzing and providing technical advice and direction in the development and implementation of real estate policy. [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level].

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary with regular and recurring travel to proposed and ongoing construction sites. Site visits require the ability to walk over rough terrain, climb ladders, and crawl in often tight spaces.
Working Environment: The work is typically performed in a well-lighted, heated, and ventilated office setting except during travel to construction sites where duties require exposure to diverse weather conditions and high noise levels.
