This position is located within the Office of Real Property (ORP), Office of Construction & Facilities Management (CFM) and serves as Supervisory Realty Specialist providing support for one of more of the ORP's programs. The Supervisory Realty Specialist is responsible for providing management and supervision to Realty Specialists who are executing the work of these programs.

Duties

Major Duties (include but not limited to): -Serves as Supervisory Realty Specialist and provides support for one or more of ORP's programs which include prospectus-level leasing, land acquisition and disposition, land use, special real property projects, and the implementation of policies and procedures for those programs. -Responsible and accountable for staff management and real property program activities, and ensures compliance with laws, policies, regulations, and acceptable practices in overseeing the planning, budgeting, controlling, and assuring acquisition, management and/or disposal of real property as well as program quality assurance. -Advises and counsels program director on any real property program matters and interpretation and application of laws, policies, and procedures affecting and effecting real estate activities. -Exercises staff supervision, coordination, and review over real property activities. -Provides advice and counsel to staff on real property issues assuring that broad objectives, policies and procedures are identified, understood, and accomplished. -Reviews work of staff for technical adequacy and conformance with laws, policies, and priorities. -Interprets state laws that apply to a given program which may include: management and disposal of real property and the impacts on area local laws, ordinances and regulations regarding construction, safety, licenses, or permits. -Assists in development of policies and regulations that are consistent with local law and regional requirements. -Supports congressional testimony through prioritizing real property programs and funding consistent with approved documents and VA mission priorities. -Establishes program plans, schedules, and execution goals for the fiscal year, reviews them monthly and directs mid-course corrections. -Directs and coordinates programs that require resolving legal and valuation issues, determining financial requirements, and working to obtain the most favorable terms for the agency. -Oversees disputes, claims, and litigation resulting from the use and occupancy of real property with the Office of General Counsel and recommends appropriate action. -Ensures information that moves upline is accurate, complete, and provided within the timeframe requested. -Supervises all aspects of work of the assigned region and works with subordinates to plan projects and prepare estimates of requirements of time and money. -Assigns work based on priorities, difficulty of the assignment, and capabilities and availability of the employee. Work Schedule: Monday - Friday, 8am - 430pm Compressed/Flexible Schedule: May be available Telework: authorized up to 50% Virtual: This position may be filled at the facility where the position is located (VA Central Office, Washington, DC) or in person - telework authorized (e.g., the employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee) Position Description Title/PD#: Supervisory Realty Specialist/PD10033A Physical Requirements & Work Environment: Work is primarily sedentary with some travel to proposed and ongoing construction sites. Site visits require the ability to walk over rough terrain, climb ladders, and crawl in often tight spaces. Construction sites may require exposure to diverse weather conditions and high noise levels. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: -Interpret real estate policies and procedures and consults with staff to ensure implementation is accomplished -Advise program director on real property programmatic matters to include new policies and procedures -Provide meaningful feedback to subordinates to ensure they have a clear understanding of expectations -Assign adequate resources and manpower to projects based on staff's current workload, experience level, and according to priorities -Effectively communicate programmatic goals, accomplishments, and short-comings with staff and senior management -Review the work of staff for technical accuracy and conformance with programmatic objectives, priorities, and real estate procedures -Provide advice, review, and approval of activities carried out by subordinates Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
