The position is in the Office of Real Property (ORP), Office of Construction & Facilities Management (CFM), Office of Acquisition, Logistics and Construction (OALC), Office of the Secretary, Department of Veterans Affairs (VA). Serves as a Supervisory Realty Specialist in ORP and provides support for one or more ORP's Programs. These include but not limited to, prospectus-level leasing, land acquisition and disposition, land use and special real property projects.

Duties

The Supervisory Realty Specialist is responsible and accountable for staff managing real property program activities, and ensures compliance with laws, policies, regulations, and acceptable practices in overseeing the planning, evaluating, budgeting, controlling, and assuring acquisitions, management, and disposal of real property as well as program quality assurance. The major duties and responsibilities include, but are not limited to: Advise the program Director on real property programmatic matters to include new policies and procedures that affect real estate activities. Interpret real estate policies and procedures and consults with staff to ensure implementation is accomplished on projects. Review the work of staff for technical accuracy and conformance with programmatic objectives, priorities and real estate procedures. Oversee disputes, claims, and litigation resulting from the use and occupancy of real property with the Office of General Counsel and recommends appropriate action. Provide input on congressional inquiries, demonstrating an understanding of the assigned workload of staff, current issues, and priorities. Provide meaningful feedback to subordinates to ensure they have a clear understanding of expectations. Establish programmatic plans, schedules, and execution goals for the FY, reviews them monthly and directs corrective action plans as needed. Direct and coordinate complex procurement issues, obtain legal counsel as needed, and work to obtain the most favorable outcome for the agency. Communicate programmatic goals, accomplishments, and short-comings with staff and senior management. Develop new approaches and provide recommendation for process improvement to increase efficiencies, time, and cost savings to the program. Provide advice, review, and approve activities carried out by subordinates. Assign adequate resources and manpower to projects based on staff's current workload, experience level, and according to priorities. . Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a 14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials [e.g., within-grade increase, promotion with an effective date more than one year old, or SF-50s at the highest grade held with an effective date more than a year old. General Adjustment, FEGLI, Awards SF50s do not support TIG]. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: Negotiating, preparing and executing real estate contracts; conducting market surveys and real estate site inspections; performing real estate project management using project management tools to manage projects from inception to closeout; conducting cost analyses for real estate transactions to provide recommendations; monitoring lease transactions and documents for procurement and financial accuracy and analyzing and providing technical advice and direction in the development and implementation of real estate policy. Applicants must have at least one (1) full year of specialized experience that equipped them with the knowledge, skills, and abilities to perform the duties of this position at the GS-14 grade level. This experience must have been equivalent to at least the GS-13 level in Federal service. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience). Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level]. You will be rated on the following Competencies for this position: AccountabilityLeadershipQuality AssuranceReal Estate Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary with some regular and recurring travel required to proposed and ongoing construction sites. Site visits require the ability to walk over rough terrain, climb ladders, and crawl in often tight spaces.
