This Realty Specialist position is one of two real property Policy Writer Program Managers located within the Office of Real Property (ORP), Office of Construction & Facilities Management (CFM), Office of Acquisition, Logistics, and Construction (OALC). The Policy Writer Program Manager (PM) develops and updates federal real property policies supporting VA's Leasing Programs, land acquisition, disposition, land use agreements, and special real property projects.

Duties

The Realty Specialist is responsible for managing VA's federal real property policies and Guidance. Duties include updating and creating real property policies and guidance as it relates to General Services Administration's policy and federal regulations. Leads Integrated Project Teams to develop and update policies; manages tasks to ensure they are completed prior to deadlines. Interprets federal real property regulations and provides guidance to stakeholders. Communicates effectively with internal and external stakeholders. This includes providing accurate, clear, and concise information. Monitors project performance, client comments, and concerns, operational considerations, and outside influences having a potential impact on the policies in development. Regularly conducts training on updated policies. Collaborates with customers to develop new approaches, alternatives and recommends for improvement with an eye toward improving processes and increasing efficiency and cost savings for the real property programs. Represents the office in meetings with officials from VA Central Office, Medical Centers, National Cemeteries, state and local government officials, and other stakeholders. Position Description Title/PD#: Realty Specialist/PD1604717 The full performance level of this position is GS - 14. At the level GS-13, you will perform similar duties but under closer supervision. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

You may qualify based on your experience as described below: Specialized Experience GS-13: You must have at least one (1) full year of specialized experience at the GS-12 grade level that equipped you with the knowledge, skills, and abilities to perform the duties of this GS-13 grade level position. This experience must have been equivalent to at least the GS-12 level in Federal service. Examples of specialized experience include: Real Estate management and applying policies' contract administration; experience in reviewing and providing guidance to field staff on current and future projects; Program and Project Management; conduct training to staff and clients; drafting correspondence relating to Real Estate and Project Management; Monitor project performance, client comments and concerns, operational considerations and outside influences having a potential impact on the project; problem solving. (Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level.)
