The Supervisory Realty Specialist is responsible for the oversight of major lease and/or land projects, providing management of Realty Specialists conducting acquisition and management of multi-million dollar projects designed to provide medical or crematory services.
Duties
The Supervisory Realty Specialist is responsible and accountable for staff managing real property program activities, and ensures compliance with laws, policies, regulations, and acceptable practices in overseeing the planning, evaluating, budgeting, controlling, and assuring acquisitions, management, and disposal of real property as well as program quality assurance. The major duties and responsibilities include, but are not limited to:
Advising and counseling the Associate Executive Director (AED), on any real property program matter.
Exercises staff supervision, coordination and review over real property activities personally and through subordinate staff.
Reviews the work of staff for technical adequacy, priorities, and conformance with laws, policies, and procedures.
Interpreting federal and state laws governing management and disposal of real property; the impacts on area local laws, ordinances, and regulations regarding construction, safety, and licenses or permits to do business as they relate to real property.
Supporting congressional testimony through prioritizing real property programs and funding consistent with approved documents and VA mission priorities.
Providing technical oversight and coordination of assigned programs and activities and developing a Quality Control (QC) plan for assigned programs, projects, and activities.
Certifying that leases, grants, deeds, and other documents comply with QC plan in accordance with delegated authority.
Supervising all aspects of work of assigned programs.
Providing advice and counsel to other disciplines [e.g., contract specialist, engineers, management analyst (in concert with the AED) and clerical personnel.
Setting priorities, overseeing progress, and resolving conflicts in all automated processes.
Developing performance standards, evaluating performance, and where appropriate, recommending awards.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a 15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials [e.g., within-grade increase, promotion with an effective date more than one year old, or SF-50s at the highest grade held with an effective date more than a year old. You may qualify based on your experience as described below:
Specialized Experience: Applicants must have at least one (1) full year of specialized experience that equipped them with the knowledge, skills, and abilities to perform the duties of this position at the GS-15 grade level? This experience must have been equivalent to at least the GS-14 level in Federal service. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience). Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Examples of specialized experience would typically include but are not limited to: providing leadership for effective implementation of assigned real estate programs in the specialized functional areas of acquisition, appraisal, management, disposal and other real estate programs or special projects; resolving critical, controversial and unusual problems that may affect the real estate program of the larger organization; managing projects involving long-term leases, easements, acquiring titles, processing condemnation actions, obtaining leasehold interests and complex disposals; and supervisory and managerial experience as a first line supervisor assigning work and evaluating performance. [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level].
