About the Position: This position is located at Keller Army Community Hospital, West Point, New York within the Commanders directorate. The primary purpose of this position is to serve as the Operations and Training Specialist to support matters involving Defense Readiness Reporting System, Net Unit Status Report, and Readiness.
Duties
Coordinates Unit Status Report (USR) submissions for the United States Army Medical Department Activity West Point Health Service Area (HSA).
Prepares executive summaries, information papers, memorandums and action papers on readiness matters.
Provides operational and security guidance to subordinate units for training, deployment and unit readiness reporting.
Forecasts training requirements for the entire hospital to include both civilian and military personnel.
Schedules unit training events for the hospital and hospital military personnel.
Conducts quarterly Organization Inspection Program (OIP) management review to capture lessons learned, best practices, and identify areas requiring improvement.
Maintains database files to capture detailed information pertaining to each tasking requests received to include training, manpower, and data requests.
Coordinates internal and external tasks such as staff actions, projects, and/or activities.
Manages the development, distribution and tracking of TASKORDs, OPORDs, FRAGOs, and WARNOs for the medical command.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- A Personnel security investigation is required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) notifying staff members of available training opportunities, 2) utilizing automated systems to track training requirements, 3) collecting data regarding organizational readiness, and 4) preparing written communication, i.e. staff papers, studies, project reports, and recommendations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Business Management, Operations Management. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
