About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.
Duties
Incumbent is responsible for assisting the ACOM, ASCC, and DRU SHARP Program Manager (PM) with execution and executive oversight of SHARP programs across the enterprise.
Assist the SHARP PM in developing criteria for evaluating the effectiveness of SHARP programs enterprise-wide.
Plans, coordinates, and assists with executing external inspections (e.g. Inspector General, Quality Assurance Office, etc.), investigations, and inquiries conducted by higher level commands (e.g. DA, and DoD).
Assists in providing input to the Organizational Inspection Program (OIP), and Staff Assistant Visits (SAV).
Updates standard operating procedures (SOPs) and reviews the same for conformance to higher echelon policy.
Conducts process improvements and operations research using appropriate techniques and identified automated processes/tools to identify and resolve identified gaps within the reporting process.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- TDY (Travel) may be required up to 25% of the time for this position.
- Incumbent must be able to obtain and maintain a SECRET Clearance.
- Background checks against all records required by law, Office of Personnel Management, DoD, and Army policy or regulation will be conducted prior to entering on duty in the position.
- In accordance with governing regulations, additional checks will be performed on a recurring basis while employed in the position.
- Minimum of a favorable suitability determination on a Tier 3 background investigation.
- Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
- Must attend and graduate from required SHARP training courses within six months of employment.
- While waiting for training or completion of certification, the employee may be reassigned or detailed to a position that meets the employee’s qualifications and skills;
- The detail or reassignment will be without promotion or demotion and will be until the DoD Sexual Assault Advocate Certificate (D-SAACP) is provided.
- Must maintain an active D-SAACP certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
- In the event that D-SAACP certification expires or is revoked, the individual is not authorized to serve in any SHARP position or perform SHARP duties until D-SAACP certification is reinstated.
- Must obtain and maintain a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
- Incumbent will not regularly interact with victims, but will have access to victim data, requiring certification.

Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work of this position. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, which includes: 1) conducting business process reviews to increase efficiency and effectiveness of sexual harassment and assault response programs; 2) gathering and analyzing data to recommend improvements in data gathering/analysis related to sexual harassment and sexual assault; 3) analyzing sexual harassment and assault trends to identify problems in organizational policy, practices and procedures; and 4) providing operational support to collect data and manage data accuracy and timely reporting related to sexual harassment and sexual assault.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
