About the Position: The incumbent serves as the Deputy Director of Emergency Services at a medium or large multi-mission military installation and as such responsible for law enforcement and fire protection/prevention that encompasses a variety of sensitive and critical garrison wide programs.

Duties

Manage firefighting, law enforcement, physical security and access control activities within the organization. Exercises exclusive law enforcement jurisdiction at the garrison with responsibility for investigating, apprehending and detaining persons suspected or convicted of offenses against the criminal laws of the United States Represents the garrison for law enforcement and fire protection/prevention law enforcement matters to the surrounding civilian communities to include the local, county and state police and fire departments; as well as civic interest groups. Assign work to supervised employees based on relative priorities. Develop performance plans, evaluates work performance and counsels staff as appropriate. Manage the current year budgets and forecasts resources for fire, law enforcement and security in the out-years Direct surveys, inspections, and studies to analyze and improve crime and fire prevention programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.
  • Duties of this position require the employee to obtain and maintain the designated "SECRET" security clearance.
  • Position is designated Emergency Essential (E-E) in support of mobilization and wartime mission. Employee will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authority.
  • Employee must pass a medical examination and receive required immunizations for the overseas/deployed location. Prior to appointment to the position, employee will sign a statement agreeing to the E-E condition of employment.
  • E-E employees are required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience in the Federal service which includes performing two or more of the following duties associated with law enforcement, physical security, fire protection and prevention: 1) planning and/or evaluating law enforcement, fire protection or fire prevention and physical security and protection activities and/or programs; 2) preparing a variety of complex law enforcement, fire protection or fire prevention and physical security and protection documents such as operating/work schedules, policies, procedures, and reports; 3) coordinating physical security/protection and law enforcement, fire protection or fire prevention activities with internal and external agencies and support organizations; 4) managing, directing, leading and/or supervising law enforcement, physical security/protection and fire protection or fire prevention functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
