WHAT IS THE HUMAN CAPITAL OFFICE (HCO) DIVISION?

This position is in the Internal Revenue Service University (IRSU). The mission of the IRS University is to equip the workforce with skills development and career advancement opportunities to meet identified business needs.
The following are the duties of this position at the full working level.
Oversees assigned BOD program area projects assigned by the supervisor. Performs special studies and research projects or assignments, which require application of expertise and mature judgment. Develops and analyzes the facts needed and recommends the action to be taken on particular matters.
Participates in the formulation of policies and procedures governing the administrative aspects within assigned program office. Assesses the need for and establishes and/or adapts administrative procedures and practices to be used in highly unusual situations requiring deviation from standard administrative procedures.
Exercises authority of the Supervisor in unexpected or emergency situations to reschedule or defer appointments/engagements to other designated officials. Makes travel arrangements, reviews travel authorizations/vouchers and prepares monthly budget/travel/leave reports.
Reviews all important incoming and outgoing correspondence, coordinating routing and the control of such correspondence; associates pertinent file material or pending material, when appropriate; and prepares summary notes and suggestions concerning the subject matter involved before referral to the supervisor and screens calls from outside the Service.
Monitors personnel and performance actions though HR Connect and ePerformance, manages property, and procures program office supplies and equipment.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience include participating in planning and coordinating programs, projects or processes which impact customers; managing administrative assignments; monitoring activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda on behalf of the organization and experience using analytical techniques to perform routine analyses of data and information to develop conclusions.

EDUCATION: You may substitute education for specialized experience as follows: Superior Academic Achievement (SAA) - A Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the graduating class in the college, university, or major subdivision, or membership in a national scholastic honor society recognized by the Association of College Honor Societies. OR at least one (1) academic year of graduate education in a field of study that demonstrates the knowledge, skills and abilities necessary to perform the duties of this position. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Participating in planning and coordinating programs, projects or processes which impact customers; managing administrative assignments; monitors activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda to develop consolidated responses on behalf of the organization; experience using analytical techniques to perform analyses of data and information and to recommend appropriate courses of action and implementing new procedures using a knowledge of administrative policy and procedures.

EDUCATION: You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position. OR two (2) years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR LLB or JD in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position.

SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience identifying, analyzing, and coordinating the integration of data into reports and presentations; experience providing advice to numerous stakeholders regarding administrative functions such as HR, Payroll, Timekeeping; experience coordinating services between stakeholders in ensuring cross-functional support activities and initiatives are carried out. Experience conducting analytical studies of processes, operations, and/or services to evaluate program effectiveness and/or to recommend improvements to processes and systems.

EDUCATION: You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position. OR three(3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position. OR LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
