This position is located in the Bureau of Labor Statistics (BLS), Office of Compensation and Working Conditions (OCWC).
Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to Suitland, Maryland. If selected for this position, with an assigned duty station of Washington, D.C., you may be eligible for limited telework with approval from your supervisor, based on onsite duties and responsibilities, while the current headquarters is decommissioned and the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be expected to report to the Suitland Federal Center after receiving notification to do so. At that time, you may be eligible to telework with approval from your supervisor, based on onsite duties and responsibilities, and if consistent with telework policies and mission needs of BLS.
Duties include, but are not limited to the following:
Oversees technology management systems reporting to ensure compliance with data security documentation requirements.
Oversees organizational procurement activities and ensures contracts and purchases meet deadlines.
Manages the organizational budget and coordinates efforts with policymakers and stakeholders.
Updates internal budget processes and documents to incorporate changes directed by stakeholders.
Improves the organization's ability to respond to requests from internal and external customers as well as requests from policymakers.
Prepares schedules for completing work projects.
Oversees the organizational inventory and ensures the accountability of assets.
Works with management and staff to develop best practices and documentation for records management and other administrative processes.
Serves as the HR liaison for the program office, facilitating onboarding, coordinating recruitment efforts and ensuring compliance with agency hiring policies.
Requirements

- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
- Subject to financial disclosure requirements.
- Requires a supervisory probationary period if the requirement has not been met.
Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-14 includes:
Provided analysis and prepared appropriate actions or background documents on the organizational funding of programs and projects;
Advised and worked with management in directing the formulation and review of a program budget;
Prepared narratives, briefing materials, and other documentation in accordance with instructions and deadlines;
Coordinated the delivery of administrative services such as budget, procurement, property management, human resources management or technical support;
Acted as a liaison between the program office and agency policymakers.

Education may not be substituted for experience at this level.
