About the Position: Support The PEO Missiles & Space, Short and Intermediate Effectors for Layered Defense Project Office
and the SHIELD Business Management Directorate located in Redstone Arsenal, AL. Develops performance work statements and other contract requirements package documentation.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Develop acquisition objectives and milestones to obtain the contracted services within the timeframe demanded for the particular project.
Advise on all phases of negotiation with the contract specialist/contracting officer for contract modifications, change orders, supplemental agreements, and delivery order processes.
Attend meetings with Government and contractor personnel and furnishes recommended solutions to contractual problems.
Perform in-depth research of procedures, policy, and regulations to provide technical advice to management and project managers.
Monitor the procurement process from pre-award to final delivery requirements.
Keep abreast of procurement status and takes necessary actions to correct problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty travel (TDY) up to 25% of the time required.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for certification Foundational at Level I in the Acquisition Career Field "Contracting" within 36 months of entrance on duty.
- This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

SPECIALIZED EXPERIENCE: One year of specialized experience which includes: 1) Developing Performance Work Statements (PWS) or Statements of Work (SOW); 2) Creating Market Research Reports or coordinating input for Independent Government Estimates; AND 3) Evaluating criteria for various complex procurement actions to develop contract strategies.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (GS-11).
